"Drum Barracks was run by and for California volunteers until the end of 1865, when it became a Federal base under the command of and garrisoned by the U.S. Army. It remained an important supply and training site, but with the postwar opening up of land transportation routes to the West, including railroads, the need for a base handling seaborne traffic diminished" (dust jacket).
