The purpose of the study was to assess how much crime in Dallas was committed by recidivists and to identify criminal justice procedures that could be improved to decrease recidivism. They found that over half the crime in Dallas was committed by repeat offenders, and that recidivism was faciltated by the fact that various criminal justice agencies had different and even conflicting goals.
